Frances Hall serves as the sole C Shift Paramedic for Granite Falls Fire District 17. She presented on improvising junctional tourniquets at the 2023 EMS World Expo after winning the 2022 EMS World Expo "Stand and Deliver" contest. In 2024, she presented on sepsis and junctional tourniquets at the EMS & Fire Pro Expo. She has also presented on a variety of topics, including mental health in the fire service and anaphylaxis, at the 2025 Vital Signs Academy. In addition, Frances has authored several articles for EMS World on topics ranging from communicating with upset individuals to crime scene best practices. She holds a bachelor's degree in Biology from Earlham College and earned her NREMT-P through Tacoma Community College.

Through an in-depth case study of the triumph during the Seattle Duck Boat crash, attendees will learn simple logistical steps that, when taken within the first 90 seconds, can pave the way for success. Learners will then discover the benefits of intuitive triage and get hands-on practice with an approach that is less cumbersome and just as effective as algorithm-based MCI triage.
The presentation will conclude with tips and tricks for avoiding common pitfalls in MCI management, as well as strategies for preparing and training for the big day.”
